Following the Ellicott City historic flood event of July 30, 2016, Steve and his PEA team were called upon to bridge the gap between government agencies and a grieving, highly impacted community. Between October and December 2016, Steve successfully facilitated four targeted community meetings designed to listen to citizen concerns, analyze recovery models from other jurisdictions, and crowdsource rebuilding strategies.

His team's work was instrumental in synthesizing input from the Recovery Community Advisory Group (CAG), which represented a diverse cross-section of residents, faith leaders, and business owners. PEA worked seamlessly with the Public Works, Emergency Management, and the County’s Public Information Office, and our office to ensure a unified Ellicott City recovery message.
